The Chief Nurse is a member of the VA Northern California Healthcare System (NCHCS) Nursing Leadership Team. The Chief Nurse reports to the Associate Director of Patient Care Services (ADPCS). The Chief Nurse has the strategic, clinical and operational oversight responsibility for the provision of timely and continuous high quality and safe nursing care delivered to patients throughout the VA NCHCS that is a geographical area of 40,000 square miles in 17 counties which includes: Sacramento Medical Center, Community Living Center in Martinez, 11 Community Based Outpatient Clinics, Joint Ventures at Travis Air Force Base and Behavioral Health. He/she is accountable to the Associate Director of Patient Care Services for overseeing strategic, clinical, operational and administrative nursing operations in Geriatrics, Palliative and Extended Care Service Line which entails Community Living Center, Hospice, Geriatrics, Palliative, Extended Care, Home Based Primary Care and Contracted and Community Programs. He/she works collaboratively with the Clinical Service Chiefs, Administrative Service Chiefs, and Nursing Leadership to achieve VA NCHCS', VISN 21's, and VHA's strategic goals and initiatives. The major responsibility of the Chief Nurse is to ensure the development of a highly educated, innovative and motivated nursing staff that delivers high quality competent nursing care in all areas of responsibility throughout VA NCHCS.

Duties

The Chief Nurse over Geriatrics and Extended Care Service Line is accountable to the Associate Director for Patient Care Services (ADPCS) and provides oversight of strategic, clinical, operational and administrative nursing operations in the GEC SL. The Chief Nurse is responsible for the development, implementation, and evaluation of an organizational plan for the provision of nursing treatment and clinical services to patients in Geriatrics and Extended Care Service Line. Such a plan should create a professional practice environment that fosters excellence in clinical care, including customer satisfaction and safety. He/she utilizes organizational leadership skills to develop and mentor a highly effective diverse workforce, to improve overall Geriatrics and Extended Care Service Line operations to achieve performance measures and to support strategic planning initiatives. He/she is responsible for initiating and participating in interdisciplinary projects and committees with the aim of improving outcomes in the management of complex patient care or the systems and process of the Geriatrics, Palliative and Extended Care Service Line. The Chief Nurse demonstrates exceptional communication skills and role models transformational leadership skills. He/she provides direct supervision and oversight of the Geriatrics and Extended Care Service Line Nursing as well as other allied healthcare providers. He/she is engaged and leads all labor management relations for Geriatrics and Extended Care Service Line Nursing and other allied healthcare providers.

    • Basic Requirements:

       

      • U.S. citizenship.  Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
      • Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant:  The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE).  In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing.
      • The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing.  Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6)
      • Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia.

       

      Grade Determinations:
      The following criteria must be met in determining the grade assignment of candidates:

      • Nurse IV - Master's degree in nursing or related field with BSN and approximately 4-5  year’s of nursing practice/experience; OR a Doctoral degree in nursing or related field and appropriate basic or advanced certification desired, and approximately 3-4 year’s of nursing practice/experience.

       

      Reference:  VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-6 Nurse Qualification Standard.  This can be found in the local Human Resources Office.


      Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social).  Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience.

      Annual leave shall accrue for full-time Nurses, and Nurse Anesthetists at the rate of 8 hours for each full biweekly pay period.
