Practice of an executive nature, comprised of complex, leadership and administrative components, associated with critical heath care issues and activities that influence the organizational mission, health care, and policy. The Deputy Associate Director for Patient Care Services provides executive support for the Associate Director for Patient Care Services who is the top executive for Nursing Service. Nursing Service oversees Nursing Practice for the entire organization, Nursing Education, Nursing Research, Advanced Practice Nursing, Sterile Processing/Reusable Medical Equipment, Patient Flow, and Ambulatory Care Operations. Currently this includes 1100+ FTEE. The Deputy Associate Director for Patient Care Services is a key member of the organization's executive leadership team and is a key team member in strategic planning, organizational assessment, and program development. The Deputy Associate Director for Patient Care Services has the authority and responsibility for establishing standards of nursing practice and ensuring the continuous and timely availability of the highest quality patient care services. He/she is a key spokesperson for organized nursing services and is a catalyst for the integration and collaboration of nursing with other professional disciplines and functional areas in the mutual achievement of patient-centered care and organizational goals. Nursing Service's primary commitment is to the patient, whether an individual, family, group, or community.

Duties Include:

 

The Deputy Associate Director for Patient Care Services has direct oversight of Nursing Business Operations, Nurse Recruitment, Nurse Staffing, and Nursing Practice for Geriatrics, Palliative and Extended Care Services including the Community Living Center, Home Based Primary Care, Hospital Care Services including Emergency Department, Patient Flow, and Nursing Education and Sterile Processing. Currently this includes 400+ FTEE. She/he provides executive leadership for all areas of the organization as a member of the NCHCS Executive Leadership Team, along with the Medical Center Director, the Associate Medical Center Director, Associate Director Patient Care Services/Nurse Executive, Chief of Staff and Deputy Chief of Staff. The Deputy Associate Director for Patient Care Services participates fully in upper level management decisions speaking on behalf of nursing and other hospital administration issues, and is a member of all Health Care System-level Councils and Committees that govern and influence the operations of the Health Care System, such as the Leadership Council, Resource Management Board, and the Affiliation Partnership Council/Dean's Committee. He/she is the direct line supervisor for Nurse Chiefs of Geriatrics and Extended Care (GEC), Acute and Mental Health, Medical Specialties, Surgical Services, Sterile Processing Services (SPS), Nursing and Patient Education, Clinical Operations Quality and EBP, and David Grant Clinical Coordinator.

The Deputy Associate Director for Patient Care Services is the Executive Assistant for the Nurse Executive for the facility and its associated community-based outpatient clinics. He/she is responsible for continually improving the practice of nursing by registered nurses, advanced practice nurses, LPNs, NAs and other allied health staff regardless of line authority. Functions include Nursing Practice, Sterile Processing and Reusable Medical Equipment, Education, and Nursing Informatics and Technology. The Deputy Associate Director for Patient Care Services oversees development of functional statements, position descriptions, nursing care policies and procedures; nursing standards of patient care, treatment, and services; standards of nursing practice; nurse staffing plans; and standards to measure, assess, and improve patient outcomes, He/she will ensure that all registered nurses, advance practice nurses, and licensed practical nurses are licensed, certified ,and/or registered upon employment, and thereafter.

    • Basic Requirements:

       

      • U.S. citizenship.  Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
      • Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant:  The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE).  In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing.
      • The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing.  Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6)
      • Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia.

       

      Grade Determinations:
      The following criteria must be met in determining the grade assignment of candidates:

      • Nurse IV - Master's degree in nursing or related field with BSN and approximately 4-5  year’s of nursing practice/experience; OR a Doctoral degree in nursing or related field and appropriate basic or advanced certification desired, and approximately 3-4 year’s of nursing practice/experience.

       

      Reference:  VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-6 Nurse Qualification Standard.  This can be found in the local Human Resources Office.


      Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social).  Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience.
